Who regulates chit funds in Tamil Nadu?

The Registrar of Chits, Tamil Nadu

The Registrar of Chits is the primary authority for chit fund regulation in Tamil Nadu, appointed under Section 61 of the Chit Funds Act, 1982, and functioning under the Dept. of Cooperation, Food and Consumer Protection.

The Registrar grants or rejects prior sanction, issues Certificates of Registration and Commencement, conducts spot inspections, supervises auctions, approves subscriber withdrawals (Form IV-A in Tamil Nadu), and arbitrates disputes.

District-level Inspectors of Chits assist the Registrar across Tamil Nadu’s districts. Spot inspections are mandatory before any new operator receives a licence.

How to verify a chit fund operator in Tamil Nadu

  1. 1

Certificate of Registration. Every registered chit fund company in Tamil Nadu must display a Certificate of Registration issued by the Registrar of Chits. This specifies company name, permitted chit values, registered office, and validity period.

  2. 2

Certificate of Commencement. A separate Certificate of Commencement is issued for each individual scheme. This confirms the operator has deposited the required security for that specific scheme.

  3. 3

Registration number. Each registered chit in Tamil Nadu carries a serial registration number for each calendar year. Ask the operator for this number and cross-verify with the Registrar’s office.

  4. 4

Formal Chit Agreement. You must receive and sign a formal Chit Agreement before joining: chit value, duration, number of members, auction process rules, foreman commission rate, and dispute resolution mechanism.

  5. 5

Contact the Registrar. For any doubt, contact the Registrar of Chits, Tamil Nadu (under the Dept. of Cooperation, Food and Consumer Protection) for direct verification.

Red flags in Tamil Nadu: No Certificate of Registration displayed · Operator refuses to provide a written Chit Agreement · Prize money promised without an auction process · No mention of Registrar or government registration · Monthly contribution demands with no formal receipt.
