1. The Andhra Pradesh Chit Funds Act, 1971

AP enacted its own comprehensive chit fund legislation in 1971 — more than a decade before the Central Act. This makes AP one of India’s earliest formal chit fund governance jurisdictions.

Who regulates chit funds in Andhra Pradesh?

Post the 2014 bifurcation, both AP and Telangana have separate Registrars of Chits. The Registrar of Chits, AP operates under the Revenue, Registration and Stamps Department.

The Registrar processes Section 4 prior sanction applications (Form-I), registers Bye-Laws and issues Certificates of Registration (Form-H process → Form-III output), numbers all registered chits serially per calendar year, supervises and inspects registered operators, and conducts arbitration in subscriber-foreman disputes.

Deputy and Assistant Registrars operate at the district level across all 26 AP districts, providing ground-level regulatory presence.


How to verify a chit fund operator in Andhra Pradesh

    Certificate of Registration. Request the Certificate of Registration (Form-III equivalent) issued by the Registrar of Chits, AP. The certificate includes the company name, registered scheme details, and unique registration number.

    Registration number format. Registered chits in AP carry a serial registration number issued for each calendar year. The number appears on the Certificate of Registration (Form-III).

    Chit Agreement (Bye-Laws). Verify the Bye-Laws are formally registered: check for Registrar endorsement, foreman commission rate ≤ 7%, withdrawal and transfer conditions, and authorised officer name.
